Location

The Site comprises of 1.99 hectares (4.9 acres) on the southwest of Harrogate in a central area of West Harrogate as designated by the Council. The Site comprises of two agricultural fields bisected by a hedgerow and tree in the centre of the site. The site is bounded by hedging and trees on the northern, eastern and southern boundaries. Vehicular access to the Site is via the internal road off Beckwith Head Road.

The Site falls within a wider mixed-use allocation (Ref: Site H88 (Land at Beckwith Head, Harrogate)) for up to 52,000 sqm of Use Class B floorspace as part of Policy DM3 of the Harrogate Local Plan. It is also located within a Special Landscape Area
(Policy NE4). The Site has outline planning permission under LPA Ref: 17/00094/ OUTMAJ for B1a, B1c (now Class E) and B8 development as part of a larger site which follows the allocation boundary and also includes a nursing/case home and close care accommodation. As part of the reserved matters application for the plot to the south for the nursing/care home, an internal road has been constructed which provides three access points into the Site.

However, the site has been marketed for employment uses for a number of years with no demand. In parallel, the government has announced ambitious plans to deliver 1.5 million new homes during the current Parliament, including increasing the delivery of affordable housing. The affordability of housing in the former Harrogate District has, and continues to be a particular challenge.
